    一、医院概况

    洛阳东方医院是一所有着60年发展历史,集医疗、预防、康复、科研、教学、社区卫生服务为一体的三级综合性医院,也是河南科技大学(非直属)第三附属医院。医院前身为中国第一拖拉机厂职工医院。2001年与企业剥离,成为按事业法人登记、无任何财政补贴、自主经营、自负盈亏的非营利性公立医院。2012年按照洛阳市政府深化医改的统一部署,改制成为非营利性股份制医院。近年来,东方医院通过加强管理,技术创新,提升服务,多次在省、市的各项行业评比活动中名列前位。先后被评为:“河南省群众百姓满意医院”、“全国改善医疗服务示范医院”、“全国百姓放心百佳示范医院”、“全国百家改革创新医院”、“河南省医院管理先进单位”。

    I. General Introduction of Hospital

    Luoyang DongFang Hospital, the Third Affiliated Hospital of Henan University of Science andTechnology, is a grade A comprehensive hospital with a history of 60 yearsintegrated with medical care and prevention, recovery and rehabilitation,research and community health service. The predecessor of it is Workers’Hospital of the First Tractor Factory. In 2001, it split off from the tractorfactory, registered as judicial person of public institute and became anon-profit public hospital. Since then it makes its own management decisionsand takes full responsibility for its own profits and losses. In 2012,according to the unified deployment of Luoyang municipal government to enhancemedical reformation, it was restructured into a non-profit stock hospital. Inrecent years, Luoyang Dong Fang Hospital has ranked top many times in thevarious provincial and municipal rating activities through strengthenedmanagement, innovative technology and improved services. It was honored suchtitles as ‘Common People Satisfaction Hospital of Henan Province’, ‘NationalImprove Medical Service Demonstration Hospital’, ‘Top 100 National CommonPeople Trusted Demonstration Hospital’, ‘Top 100 National Reform and InnovationHospital’, ‘Advanced Unit on Management in Henan Province’ and so on.

    医院资产规模为4.9亿元,占地面积55亩,建筑面积8万平方米,开放床位900张。医院专科设置齐全、功能完备。开设临床科室49个、医技辅助科室18个,下设社区卫生服务中心1个、社区卫生服务站6个。2016年,出院患者3万人次,门急诊患者52.5万人次,出院手术6544例次,平均床位使用率90.40%,平均床位周转次33.15次,平均住院日10.06天,药占比33.11%。

    With 490 Million assets, it coversan area of 3.6 hectare with floor area of 80,000 square meter and have 900 wardbeds. It allocates full equipment and complete function with 49 clinicalapartments, 18 medical assistant apartments, 1 community health service centerand 6 community health service stations. In 2016, the number of patientsdischarge is up to 30,000, outpatient capacity 525,000, surgeries more than 6,544,the rate of ward bed utilization 90.40%, and average bed rotation 33.15,average hospitalized days up to 10.06 days and medicine proportion 33.11%.

    医院现有职工1200余人,其中博士、硕士90余人,硕士生导师5人,高中级专业技术人员500余人,拥有河南省科技创新人才、洛阳市优秀专家、洛阳市青年拔尖人才、洛阳市百佳名医名护近60人。拥有德国西门子128排螺旋CT、超导1.5T核磁共振、数字胃肠机、DR、全自动生化分析仪;美国GE公司的双排CT、数字血管造影机DSA 2台、美国GE彩超14台等百万元以上设备50余台套,为新技术的开展、高质量诊疗服务的提供奠定了坚实的基础。

    It has more than 1200 staff of whichmore than 90 with master and PhD degree, 5 master supervisors and 500 seniorand intermediate technicians. At present, it has about 60 qualified personnelrated as science and technology innovative talents of Henan Province, excellentexperts of Luoyang Municipal, young excellent talents of Luoyang Municipal, andtop 100 renowned doctors and nurses. The hospital is equipped with 128 layerspiral CT, 1.5T superconductive MRI, Digital Gastrointestinal Machine, DR,Automatic Biochemical Analyzer, GE Double Layers CT,  2 Digital Angiographic Machine, 14 GE ColorDoppler Ultrasound Machine, and other 50 sophisticated medical equipments whichcost million RMB each, enables to support teaching and clinical scientificresearch development.

     二、学科建设

    医院始终坚持“科教兴院、人才强院”的发展战略,通过人才引进、技术合作、设备更新等措施,不断拓展业务范围,逐渐培育出了一批具有特色和发展潜力的优势学科。肿瘤中心是河南省卫生厅批准成立的“洛阳市肿瘤综合治疗中心”,河南省首批“癌痛规范化治疗示范病房”,第一家在豫西地区引入美国瓦里安公司2100C直线加速器,是洛阳市较早开展肿瘤热灌注治疗、粒子植入治疗的学科。多学科(MDT)会诊,为患者提供“一站式”、个性化、精准治疗方案。心脏中心是首批通过河南省心血管介入诊疗技术准入的学科,在洛阳市较早成熟开展心律失常射频消融,冠心病冠脉造影、支架植入术、先心病介入封堵及外科心脏瓣膜置换手术、冠脉搭桥术等各类高危疑难心脏手术。2016年,成为中国医学科学院阜外医院洛阳东方医院心血管病技术培训中心”。神经中心能够熟练开展颅内动脉瘤介入栓塞术,颅内动脉瘤开颅夹闭术,脑出血微创手术治疗,经鼻蝶垂体瘤切除术,脑膜瘤、脑胶质瘤手术切除,颅咽管瘤,听神经瘤显微手术切除,脑积水微创手术。消化科是河南省重点专科、“全国肝胆病防治技术示范基地”、洛阳市肝病研究所、洛阳市人工肝培训基地,有五名“全国肝胆病咨询专家”,在洛阳市率先了人工肝技术、肝脏活检、早期肝纤维化血清学诊断、腹水超滤浓缩回输等先进技术;骨科是洛阳市重点专科,也是洛阳市骨科生物医学研究所,洛阳市骨修复重点实验室,率先开展了髋、膝人工关节置换术及脊柱微创手术;洛阳市重点专科耳鼻喉科,在头颈肿瘤的综合治疗、喉癌根治、中耳疾病、面神经疾患的手术治疗以及听力重建术在豫西地区享有盛誉。洛阳市重点专科疝腹壁外科开展的腹腔镜切口疝无张力修补术填补洛阳市技术空白。血液净化科是河南省血液净化质量控制中心洛阳分中心,拥有血液透析机50余台,率先在洛阳市开展血管通路并发症的介入治疗,位居河南省领先水平。整形外科开展的“巨型先天性黑色素细胞痣”特色治疗技术,惠及了来自国内外千余名深受疾病困扰的患者,曾被中央电视台、凤凰卫视、日本富士电视台等多家媒体采访报道。近年来,获得市级以上科研项目10余项,发表科研论文和SCI文章500余篇,举办国家、省、市级各类学术会议100余场。

    II. Discipline Construction

    Consistently adhering to the philosophydevelopment strategy of ‘revitalize the hospital through science andtechnology, invigorate the hospital through talents’, the hospital graduallydevelop a batch of disciplines with great features and development potentialsthrough talents introduction, technology cooperation, equipment update andexpanding business scope. The tumor center establishment is approved by Departmentof Public Health of Henan Province as ‘Tumor comprehensive treatment center ofLuoyang Municipal’, it is the Henan Provincial first ‘cancer pain standardizedtreatment demonstration ward’, also the first apply American Varian 2100Clinear accelerator in western Henan Province, prior to develop tumorhyperthermic perfusion therapy and particle implantation therapy. Themulti-disciplinary team (MDT) provides one-stop, personalized, precise treatment.The heart center is the first discipline which gains admittance through HenanProvincial cardiovascular intervention treatment technology, prior to developarrhythmia radio frequency ablation, coronary angiography, stent implantation,congenital heart disease transcatheter closure, surgical cardiac valvereplacement, coronary bypass surgery and other sorts of high risk andcomplicated heart surgery in Luoyang City. In 2016, the heart center became theFuwai Hospital angiocarpy technology training center. The neuro center is enableto skilled in operating intracranial aneurysm interventional embolisation andcraniotomy clipping, cerebral hemorrhage minimally invasive surgery,transsphenoidal pituitary tumor resection, meningeoma, glioma excision, craniopharyngioma,microsurgical removal of acoustic neuroma, and minimally invasive surgery forhydrocephalus. The gastroenterology department is the Henan Provincial priorityspeciality, national hepatobiliary diseases prevention skills demonstrationbase, Luoyang Municipal liver disease research institution, Luoyang municipalartificial liver training base, and has 5 national liver-gallbladder disease consultationexperts. It takes the lead developing artificial liver technology, liverbiopsy, serological diagnosis of early hepatic fibrosis, ultrafiltration andreinfusion of ascites, and other advanced technologies. The joint surgerydepartment is the Luoyang Municipal priority speciality, also is LuoyangMunicipal orthopedic biomedical research institute, and Luoyang Municipal bonerepair key lab, it takes the lead developing artificial hip and kneereplacement, and minimally invasive surgery in spine. The ear, nose and throat(ENT) department is the Luoyang Municipal priority speciality, it enjoys highreputation in the comprehensive head-and-neck cancer treatment, laryngealcancer treatment, middle ear disease, facial nerve operation, and auditoryrehabilitation operation in western Henan Province. The hernia and abdominalsurgery department also is Luoyang Municipal priority speciality, it developstension-free repair of laparoscopic incisional hernia fill technical gaps inLuoyang City. Blood purification section is a Luoyang branch center of Henan provincialblood purification quality control center with 50 dialysis equipments, it takesthe lead developing the interventional therapy of vascular access complicatingdisease, it is in the leading position of Henan Province. The plastic surgerydepartment develops giant congenital melanin cellular nevus characteristictreatment technology, enables to benefit thousand patients that come fromdomestic and foreign countries who suffered by this kind of disease, wasinterviewed by China Central Television (knows as CCTV), Phoenix TV, Fuji TVand numerous media. For the past few years, the hospital has gained more than10 scientific research projects, published more than 500 research papers andSCI articles, conducted more than 100 national, provincial and municipalacademic conferences.          

 

    三、医院管理

    近年来,医院领导班子把解放思想放在首位,认真遵循卫生事业发展规律,正确把握对外开放、对内搞活的新形势、新任务,努力解决制约医院发展的体制性、机制性、结构性矛盾,探索实施了一系列改革开放新举措。

    ——大力推进人事制度改革、优化人力资源配置。通过竞聘上岗、择优录用、业务培训,树立了重业绩、重公论的用人导向,营造了优秀人才脱颖而出的内、外部良好环境。

    ——实施薪酬分配制度改革,完善绩效考评体系。实施了“按岗定酬、岗薪一致、岗变薪变、绩优薪优”的薪酬分配制度;建立了集目标管理、关键指标管理(KPI)、平衡计分法等为一体,以“质量、成本、费用、服务、安全”为核心的综合绩效管理体系和岗位责任目标考核体系,形成了“让目标导向、让制度落地、让考核量化、让结果定酬”的考核机制。

    ——推行管理创新,促进医院向精益管理转变。围绕“诊疗规范化、质量安全化、服务人性化、管理精细化、员工职业化”的发展要求,通过三级质控体系的建立、临床路径的推行、优质护理服务的深化、抗菌药物的专项治理、院感控制的持续改进、“三基三严”的反复强化,法律查房、《警钟报》、“七会两报”长效机制的建立、三甲创建等一系列的管理活动的推进和开展,在历年管理年检查、质量万里行、十大指标评价、医疗服务行动改善计划等各项活动中,名列前茅。

    ——着力服务创新,持续改善患者就医体验。相继开展了预约门诊、延时门诊、无假日门诊,导医陪诊、“先诊疗、后付费”、报告单寄送服务及“一针准”标准服务、“三特人群、三似药品”温馨提示用药安全服务、临终关怀护理服务等。建立了“专科专病病友会”,普及健康知识,和谐医患关系。率先成立“客户服务中心”,对出院患者进行回访,落实患者意见和建议。率先在洛阳市实施移动医疗、移动护理、检查报告自助打印等智慧医院项目建设,切实改善患者就医体验,患者满意率始终保持在95%以上。

    ——持续文化创新,构筑具有东方特色的先进文化。每年举办东方系列年度先进表彰大会及劳模事迹报告会,不断丰富《院报》、《东方简讯》的内容,持续加强党组织建设、加强党风廉政建设和行风建设,严格执行国家卫计委“九不准”规定,坚持院务公开、“三重一大”制度的实施,持续规范经济活动决策机制和决策程序;开展送温暖、献爱心、健康体检等活动,组织丰富多彩、形式多样的文体活动,增加了职工的归属感、荣誉感和自豪感,努力构建和谐向上、团结奋进的东方文化。

     III. Hospital Management

    Inrecent years, the hospital leaderships put the mind emancipation in the firstplace, follow the law of health care development, the overall hospitalmanagement is significantly improved through audacious reformation, innovative management measures,new service philosophy to improve medical treatment quality and servicequality. All these ensure the hospital is stepping up its optimized management.

    1. Push forward reform ofpersonnel system, optimize human resource allocation

    Through competitive selection andprofessional training to establish outstanding achievement and public opinionguide effect, to create good environment that enables to help excellent talentsfind way to distinction.

    2. Implements salary distributionsystem reformation, improve performance evaluation system

     Establish the distribution system thatrevolves around ‘the pay according to position, difficult position with higherpay’. Also combine management by objectives, key performance indicator (KPI),balanced score card together to created a comprehensive objective evaluationsystem which focus on quality, cost, expense, service, safety, thereby enablesto quantify assessment, get final pay close connect with performance.

    4. Emphasis on service innovation,continuous improve patients’ experience of medical treatment

    Develop sorts of services such asclinic reservation, timelag clinic, no day-off clinic, ‘treat first, pay later’,examination report delivery, insert the needle once, ‘medicine safety usageremind for three special groups, three similar medicine’, terminal care. Createpatient group for different diseases to spread health care knowledge, andharmonious relationships. The hospital also establishes customer servicecenter, making phone call to discharged patient to timely know about patients’advice and suggestions. As the first intelligent hospital in Luoyang City thatprovides mobile health, examination report self-print, help to improveexperience of medical treatment, keep patients’ satisfaction proportion above 95%all along.

    5. Emphasis on culture innovationto build advanced culture with Dong Fang hospital characteristics

    Annual honoring ceremony and labormodel deeds reporting conference, the rich content of Dong Fang Report and DongFang News in Brief, enhanced party organization construction and theconstruction of the party conduct and of an honest and clean government , strictlycomplies ‘nine prohibitions’ regulation issued by National Health and FamilyPlanning Commission of the People’s Republic of China, insist on keepinghospital transparency, implement ‘three importance and one greatness policy’ system,continuous standardize business activity decision mechanism, carry out visitunderprivileged families, make donation to charity, organize variety recreationaland sports activities, enable to enhance the sense of belongs, honor and pride,working together to build Dong Fang culture.      

    四、突出公益性

    医院将承担社会责任作为全体医疗人员义不容辞的使命,积极参加各类突发灾害和事故、重大公共卫生事件、援疆任务。常年开展扶贫救助和对口支援活动,与73家基层医疗机构建立医联体,通过技术培训、巡回坐诊、进修学习、捐赠设备等方式,提升基层卫生服务能力;定期开展“片医进社区”、“健康快车进社区”等义诊活动以及“先心患儿医疗救助”、“扶贫救助光明行”、特困、低保、残疾人等特殊群体优诊活动;在一拖电视台开通“东方健康”频道,多形式、多渠道普及健康知识,构建和谐医患关系,赢得了社会普遍赞誉。

    IV. Emphasize on Public Welfare

    However the hospital restructures and reforms,it consistently adheres to the philosophy of public welfare and conducts itssocial function to benefit the public. Faced with various disasters andcatastrophes as well as public health emergencies and support Xinjiang mission,the hospital actively builds medical rescue team and engages itself in medicaltreatment, it also carries out initiatives of helping poverty-stricken areasand the border areas. It establishes medical partnerships with 73 medicalinstitutions, through skills training, touring sitting in doctor, furtherstudy, donate equipments to improve basic level health service ability, alsoconducts health publicity and free medical service activities such as ‘DoctorService Community’ and ‘Dong Fang Health Lecture’, for special groups includingthe poor, people living on minimum guarantee allowances and the disabled, thehospital conducts the activities such as ‘to provide medical assistance forchildren with congenital heart disease’ and ‘poverty alleviation initiative’ tomake sure they can have the priority to get treatment, meanwhile opens ‘DongFang Health’ channel and produce such programmes as Health Home, FamilyDoctor and Regimen, by which it publicizes health knowledge and gainreputation.
